It means that their customers are drawing down inventory, running leaner than usual. It implies that their customers feel more comfortable holding cash rather than financing their usual amount of inventory, even if that cash is earning next to nothing. It also would appear to imply that they are more apprehensive of deflation than inflation.

At least, that is my take on it.

TXN's customers try to control their inventory levels, not based on current demand, but based on their guess about future demand. How far out they try to guess, depends on how fast they turn over inventory. So, they may be seeing signs of end-user demand declining from current levels.

Their are other possibilities...
