That's correct, leaving Iraq was not anything Obama did, but was under the terms of the Bush SOFA. However, Bush administration officials have clearly stated there was the belief that SOFA could have been revised so as to not give up the progress that was made.

Everything may work out, but a lot of people who are well-informed about such matters believe Obama blew it.
