Kenneth, This was a case of failed leadership by John Boehner.

My political sense makes me feel that either House Speaker Boehner with Canter is playing the "good cop, bad cop," or Canter is stabbing Boehner in the back when Boehner comes to an agreement. If Canter is stabbing Boehner in the back then, Boehner has lost his bargaining creditability and power to negotiate a settlement with the opposition. If so, Canter is lined up with the TEA Party part of the Republican party making it difficult or almost impossible to bargain. Therefore, if I were the Democrats I would refuse to meet with Boehner unless he can guarantee a settlement when a bargaining sidebar has been cut between the party. Sometimes, you have to call the oppositions position and call the parties out even if you allow the opposition to shut down the organization or government. It is called playing hardball!!! There have been a few times that I walked away from the bargaining table until the opposition can guarantee that they are empowered by their representative members to come to an agreement. After a while the opposition feels the pain inflicted on them by nor settlinf and come to their senses and settle. It is power relations.

Kenneth, I am quite confident that you have had similar experiences in court proceedings from my experiences with the courts.

No, it wasn't. Failed leadership from Harry Reid, who blocked all the bills.
