i told the other day by some Italians visiting for the holidays. if you buy something in a store you must keep the receipt on you until you get home. The police may check your bags while in public for the receipt. they are checking to make sure you paid the VAT . and not bought something off the street.

The penalty i was told is arrest and jail.

do we really want a vat implemented?. naturally, it will be another tax our congress will increase at will to spend more. It will hurt the middle class. romney? i doubt he knows the first thing about losing 20% of your spendable income.

many of the eu citizens have barter arrangements, where possible, to avoid vat. and other taxes.

I know for example in another eu country one keeps a book. names and amounts of cash due. services all paid for under the table.
