Actually, I really believe that Cheney was a tool. The most evil SOB to ever walk the Earth was George H. W. Bush. He put Cheney in that slot, may have been instrumental in the assassination of JFK. Consider the 2 New England families who most closely approached royalty status in the US. One was flaming out as result of incompetence and just dumb crooked kids.
