As to the origin of Saturnalia (which became Christmas under the Christain rulers in the 4th century A.D.)...it started circa 217 BC. So one can understand how such a longstanding pagan religious observance would need to be acknowledged by the ruling Christians and incorporated into a legitimate social celebration.
