I understand. I was using Congress to illustrate the point that he is willing to bypass the law, Congress, secstate, secdef, and anyone else who opposes him. I don't think he would have a reason to bypass the advice of secstate, secdef, and the other secshits. Hillary and Panetta are his hand-chosen "yes" men.
