That is the UMTS baseband and applications processor. There will be a separate chip for the LTE modem. I would think Q has a pretty good shot at it, but I'd like to get confirmation that Nokia's first LTE handset is based on a LTE modem from Q. It is at least possible that Nokia will do what Motorola, Samsung, and LG have done and try and create an in-house solution.
