Nominally she might pay very little tax. Effectively she pays the reduced income that she loses from getting a lower return on the tax-advantaged investments. (The reduced return bolsters local government rather than the feds, but it still benefits a government. And its effectively directed, to a small degree, by the feds anyway, since they implemented the tax advantages for such bonds.)
