The very opposite, in fact -- FVI is on a proper exchange and has very experienced and reputable management.

I have no qualms about investing in Peru, well the mining friendly areas anyway. It's just that over the years I have come across 5 or 6 OTCBB-listed mining companies operating in Peru, and in each case they were more interesting in mining investors than rocks. I'll try to remember some names, but I imagine most of them have gone out of business by now anyway, or moved on to a new scam.

It is also notable that they were all involved in placer mining, which for me is generally a marker for 'Avoid'.
