Oh, sure they have to make it look like they are doing good and are in the right, but they are legally out in left field.

Those points are not the issue. The issue is whose prerogative, which branch of government , gets to weigh in here, and it's the legislative branch--even if they are gumming up the works by doing it--it is their right to gum up the works--unless I've misread the stories on the pro-forma in session thing.

Lawyer Obama knows this, but he is going for style points here.
