Just a academic question.....who decides which nations should be armed ?????

A Nuclear Non-Proliferation treaty that both Iran and NK signed - so the UN - which generally means the USA is the actual cop. They both can have conventional arms without question.

However, NK withdrew from the treaty in 2003.

Except for the military and police and security forces, who should be armed?

What do you mean by arms, you seem to waltz easily between small arms and nuclear as if arms is arms.
