The choice is between the driver who wants to go 200 MPH and the one says slow down to 75 MPH.
In any case the Congress is the one who must have final control. So it is kind of like having three drivers.
We want to get all three drivers on the same page.

So instead of driving over the cliff at 150 mph you will settle for 75 mph.

Beats speeding up to 200 mph.
