All spending (except maybe interest on the debt) is discretionary in the normal English language sense of the word. One law can change it.

Spending that is discretionary according the government finance term of art, that is part of preexisting law and doesn't have to be authorized each year in a budget (or other act of congress, congress hasn't been passing normal budgets lately), is often structural in the sense that it has persistence, and drives future spending up. It changes the structure of future government spending and other action.
