She is very correct....

Looking at the past 3 Presidential elections :
- voter turnout was approx 50%. ie. approx 50% of eligible voters did not vote.
- the winning candidate got approx 50% of the votes cast by those who did vote.

It follows, that approx 75% of the voting population did not vote for the winning candidate.
