If replaced they do so with younger workers at a lower level of salary.

This is what the Private Sector also does in this area.

That's true in the case of your mailman, but not true in the profession I was in. I had to have a working knowledge of every natural resource field, not just my own. Wildlife management, fisheries, archeology, biology, botany, engineering, genetics, climatology, fire fighting and the effects of fire, among others, all had to be taken into account in order to practice my field, silviculture.

What worked where I was would not work just over the hill and vice versa, so it was very site specific knowledge. There was a LOT of value in experience in one area that was not transferable to another.

Unfortunately, the government does not recognize this and so it doesn't reward people for staying where they are the world's experts in their particular job.

It does recognize organizational level, and so many people move up the ladder into jobs where they aren't as valuable, but do get better pay. Here's where the Peter Principle comes into play.
