How can 'Europe' household debt be so low when each of the members of the G10's household debt is higher than 'Europe's'?

The ones not shown are the PIIGs. Perhaps they have extremely low h/h debt but I really doubt it.

I guess it depends on the meaning of the words Europe and debt.
