It doesn't do that. It doesn't affect donations at all, it affects independent campaigns. In the words of Justice Kennedy (who wrote the majority opinion) - "If the First Amendment has any force, it prohibits Congress from fining or jailing citizens, or associations of citizens, for simply engaging in political speech."

Do you think that will empower politicians more or put them further on a leash?

Neither. It will, at the margin, add more voices to the political debate, but it will probably have relatively minimal impact on campaigns and politicians, at most a moderate impact.
