It's the Fed's job to promote full employment. That's one of it's two fundamental mandates. Hasn't been doing too well at it lately..

Yes, Fed tries to adopt monetary policy to encourage expansion (except in times of high inflation), but doesn't get to interfere in the "creative destruction" of capitalism.
