Hi Sam,

Keep in mind that the only reason the budget was balance in the late 90's was because of a windfall capital gains tax on what appears to be a once in a lifetime blow off top in the stock market.

I have the old chart somewhere,but billions extra were paid in 1999 in capital gains.

DOT BOMB was a windfall.
