Scanned about the first 8 pages. And it"s, IMHO, a grey area of law that is going to provide a lot of midnight oil burning for Federal judges law clerk's. It's probably going to come down on a judge's or judges', as the case may be, view of how the powers of the different governmental branches should be exercised under the U.S. Constitution.

Lot of opinions of the Atty General cited for buttressing the admin's conclusion (that the President can act as he did), but in the legal arena, while better than nothing, they are not of controlling weight (usually) either.

Of course, this is just my view of it and of course very preliminary (as it would have to be without reading the cited sources).
