What is a response that works? Even if it were real - I have seen no proposal that works. It would be nice if we are going to wreck our economy that at least the wreckage would solve some other problem.

Minor real world detail - some thing would have to work. Ah -- but like in the world of a test tube scientist - reality is far far away.

Its easy to imagine 10% chances of catastrophe. Much harder to actually demonstrate that there is such a chance.

Proposing the idea that there is a 10% risk is not enough. Demonstrate that there is such a risk, that your proposed action will eliminate it or greatly reduce it, and that it couldn't be done in another way at a much lower cost, then you might have something. Right now your 0 for 3.
