This Mayor has a habit of assigning guilt where none exists. For instance saying the NYC bomber was probably a disgruntled Tea Party member.

Steyn's point is the Mayor of NYC came out and publicly made an untrue statement about a person who had been arrested by the NYPD.

He must think he is above the law?

Let's assume that she didn't get arrested for carrying a gun. She probably would have gotten arrested for the cocaine that was in her pocket.
