Most states boarding each other have long gun reciprocity agreements.

That is you can go to those states and buy a shotgun without the safety mechanism.

you might not want to take it to the local range if you think a range officer might check the mfg date and cause you grief.

I'd check the law to see if importing into Cal if a problem.

A call to state police usually gets correct answers.
