Fires take their toll on genealogists. I tried getting certificates from Greene Country Penn county seat for past ancestors, but they were lost in a fire there in 1889. I'll try going in a different direction.

Did your uncle have any other children? If so maybe the letter has been handed down and is someplace with that family.... Let's hope anyway....

The other thing I'm thinking is....the Government and the DoD ALWAYS has duplicates of most everything someplace....have you tried to use a Search engine to find more info?
