Afghanistan seems to be more or less a large group of tribes controlled by warlords, which are spread over a large territory, with not very much interest in being a nation state. People tend to be very traditional and xenophobic. The reason for invading them was that they were hosting terrorists; a good enough victory would have been to throw out al Qaeda - and to make sure they don't come back. This could have been accomplished within a few months. At this time, as I said, it's hard even to define what would constitute victory.
