The refined products may have been going to Latin America but it would still have helped the balance of payments in the energy complex. Also, who's to say the refined products would always be going to Latin America? It may not help the price of gas now but I would hazard a guess that it would help the price of gas in the not too distant future. Now it's going to go to China where they will burn it with abandon and pollute the air more than any other user. As far as job creation goes, most all of the estimated numbers are in the same range, not all over the place.
