I don't know is the simple answer.

The Republican Party has its Party's Caucus process in swing in the state. Certainly resolutions and rules can be made within that framework .

The Virginia General Assembly is now in session------redistricting a current discussion..

They could label it the Affirmative Action GOP Ballot, with all the organizationally-challenged candidates included.

And maybe Romney and Paul could give them some of their campaign money too, just to make it fair...
