It's not unprecedented. blurb is a photobook publishing site that allows you to download some free software for the express purpose of making books for distribution by blurb. They are not the only ones.

OTOH, apple will happily sell you a copy of Pages or Keynote, with which you can use to author your novel to be sold anywhere you like.

That maybe your wishful thinking but is nowhere to be seen in the EULA. Apple is a fascist POS and PURE EVIL.
