RE: Under the policy, as far as I can see, authors would be free to create versions of their books using other platforms, and would be free to distribute those versions. They just can't use the free Apple authoring tools to make an iBook, then take that iBook and sell it elsewhere. OK, that is not too bad then if really the case.

It's not unprecedented. blurb is a photobook publishing site that allows you to download some free software for the express purpose of making books for distribution by blurb. They are not the only ones. OTOH, apple will happily sell you a copy of Pages or Keynote, with which you can use to author your novel to be sold anywhere you like.
