While graduates from top universities are still likely to get a good job no matter what their major is, he said, graduates from less-exalted schools are going to be judged on what they know.

This was caused by the banning, in the 60's of the easy use of Intel tests without restrictions on how they were read. This caused employers to take the easy way out of requiring a college degree. Which meant almost everybody went and everybody passed and we were right back where we started from.

The holding out for "elite" degrees means you get people with high SAT scores.
