19' is the body length. It's longer with the tongue. Yes, there are tie downs built into the floor. 4 in the 19' and 6 in the 21'. No partition, which is an issue for some people. I suppose you could get a little gasoline smell in there when transporting, though the friends I have who have them have not complained about that. I'd be inclined not to have a full tank of gas in the bike, cause with sloshing and such it could leak out through a vent hose.
