After a close election you always see them play this game:

The People with Expired Library cards went heavily for candidate X. If they had gone for Y the result of the election would have been different. Therefore, the People with Expired Library Cards are the most important group in the country - they decide elections.

Of Course you could say the same thing about Catholics, Jews, Armenians etc, etc, etc. but never mind.,

The Candidate closets himself with his library card experts and after two weeks they emerge with the PERFECT position on library cards. The Candidate emerges and calls a press conference. He lays it out in great detail then asks for questions.
