The story line of both the Bush and Obama administrations is that it was necessary to hand the money out so quickly to avert a banking collapse, stock market crash, and a major depression. The truth of those facts is probably a mixed bag of which will probably never know for sure. I'm more concerned going forward that we haven't, apparently, fixed all the conditions that lead up to the financial crisis although we have fixed some of them and have created a new agency (The Consumer Protection Agency I think) to deal with this going forward. there's been some foot dragging by the Republican members of Congress on some of these provisions.
