Great analysis.

I think the dirty little secret was that the Republican's were not as committed to integration as the Dems. And they made sure the southerners knew that. And as you mention, Lee Atwater's southern strategy i.e. vote Republican and we will not enforce the 64 civil rights act any more than we need to e.g. affirmative action, busing, etc.

Lee Atwater was a terrible person. What kind of man does the things Atwater did?

Even recently, the first thing Jeb Bush did when elected governor of Florida was get rid of affirmative action.
