False orders were the norm when I was trading on the OTC market. For many stocks, almost everything that wasn't on the bid or ask was manipulation. The incentive was to show strength. 200 bid at 15, with 500-1000 bid at 14 7/8, 14 3/4, 14 1/2, .... But when the 15 bid was hit, all the other numbers would shift down real quick. Dealers pushing the stock up would be talking on the phone to each other all the time about their bids.

I am a conspiratorialist because I've seen the conspiracies.
