i will grant you that it was republican phil gramm that was the biggest driver of that legislation....but clinton and his entire economic team, summers, rubin, greenspan (whom he reappointed) were absolutely in favor of it and smacked down dissenters.....so the buck stops there!

It was the baby of dergulation and republicans.
Partial deregulation. Glass steagall wouldn't be needed if it wasn't for the FDIC which we shouldn't be doing either. Partial deregulation is always a disaster.

By the time it got to Clintons desk he was so powerless because of his misdeeds under the desk he would have done anything to appease republicans.

Oh poor powerless Clinton. Why is it that these great democrat presidents are presented as being powerless when it comes to taking responsibility for their actions. And yet, Republican presidents are all powerful and to blame for every misdeed that happens when they are in office. If Clinton was really such a spineless worm that he had to appease the republicans, you liberals ought to reassess whether he was that great of a president.
