Romney gets almost all of his income from passive income and his published effective rate is 14%, mostly because it tracks the capital gains rate.

But 14% is lower than the long-term capital gains rate and lower than the dividend rate (for someone in his bracket). So the 14% is calculated on his adjusted gross income, not his taxable income. That isn't the way I think of my tax rate -- I think of the rate on taxable income, after deductions. Romney's tax rate on taxable income in 2010 was 17.6%.
