I would increase the tax on oil to make it account for the environmental cost that capitalism just does allow in the cost.

so you'd raise gas prices on everyone? that's not fiscal conservatism either. you might penalize oil companies for pollution, but that would only encourage government to keep their subsidies alive. they wouldn't want to kill the host. you know, fine 'em, but don't fine 'em too much. gotta keep those 'revenues' comin' in.

the fact is that poor nations can't afford to clean up after themselves. only wealthy nations can afford that. lawsuits and public relations (self-interest) in a wealthy nation would keep the air and water cleaner than corrupt legislators ever could.

if you really want a cleaner environment, concentrate on building wealth so that it can easily be done.

one more thing, how is cap'n'tax fiscally conservative?
