You need to look up the history of Administration's second terms. There are many ways of interpreting the pre-announcements of these two people. Besides looking at it as the glass being half empty, it can also be viewed as strengthening (Geithner leaving) or weakening (Hillary leaving) Obama's prospects.

I am sure there are many who view that Hillary is positioning herself to contest in 2016 by seeking the Vice Presidential spot. And with regards to Geithner, he makes a lot by working at Wall Street and why take more headache onto himself when folks from the left as well as the right are pressuring for his ouster (a Fact and not conjecture) for the past two years. He is a Bush Administration baggage, isn't he?
