I referred to "commercial airports in high traffic areas". All of these have non-trivial reporting responsibilities to government entities who have a say in how resources are allocated, when runways are built, etc. You can't buy a bunch of land in any major population area and open a new airport. You can, however, buy a bunch of office space and develop and market software.
