Bruce IMF can not force Korea to open their markets but can certainly suggest opening their stock markets will allow them greater access to capital. IMF will look at the total picture and negotiate market reforms with the Koreans. All this will take a few weeks. Hopefully we will get a better picture after the Korean elections. There are three ADR's (SKM, KEP, PKX) from Korea, all of them trade at a premium of 30-50%. SKM started trading last year at a premium of 80%. Korean market is selling now at a P/E of less than 8. Long term Korea is a buy. I think buying SKM below 4 3/4, KEP below 7 and PKX below 12 is a low risk way to play the Korean market.
