In Juneau where we had 20 foot tides twice a day, the docks were built on floats and were always right on top of the water where they were needed. When Katrina was going on I remember suggesting that if they insisted on rebuilding it in situ, they should jack up all the buildings and put floats underneath them so they would float up when the water rose.

It's theoretically possible, I suppose.
