I have observed for years now that responsible people who want to give their children a good upbringing and education independently of any government assistance, limit their families to one or two.

I firmly believe this is because by they time they pay their taxes (supporting the deadbeats, etc.) they HAVE to limit their families.

You want strong tax incentives? Just get rid of the dependent deduction and that portion of the standard deduction. Families who are currently baby mills might reconsider if part of the financial incentive were eliminated. Limit Welfare to one child per parent, a married couple would qualify for two, but a single parent would only qualify for one.
