I think he is holding it as a chip to use in getting the tax cuts extended long term. One way or another, you're right. I do believe the average American is more aware of this issue, because oil/gas is (along with the economy), top of mind/pocketbook. And because of what obama is doing in this regard, (amongst many other issues), his head will be handed to him, come November. With obama it has become one controversial issue after another, and no IOU's to call in to aid in his defense. Good leaders build up IOU's (call it political capital if you want). Even your nemesis Bush tried to get along with the democrats from time to time. obama doesn't realize that basic concept.
