That is the political decision that has been arrived at. Those that believe it's when "the sperm hits the egg," don't want that, and will fight for inception. They will always lose.

I have no idea what led St. Thomas to this belief, but this illustrates that the question is an old one, and that answers to it continue to evolve - even within Catholicism.

What happens in the first days and weeks in utero - in the sense of the "degree" of humanity of the embryo - is a matter of faith. It's clearly not something which the Federal government should have the right to decide. Let people make their own laws locally.
