Mostly agree. It does get hazy as to where the line is (between ministerial functions and non) and that was much discussed in the case of the dismissed "called" teacher with narcolepsy by SCOTUS.

I think, but am not certain, they refused to set up an all encompassing test (as to where the line should be drawn) and said it was enough to decide this on a case by case basis.

The intent of the court, without having done a lot research on the issue, is, I think, to render unto Caesar what is his and unto God the rest, and the discussion going forward will be about who owns what--metaphorically speaking.
