oh yes they can. it falls under the butch cassidy rules of fighting, i.e., the rules are there ain't no rules.

carole king wrote/sang, "you can't talk to a man with a shotgun in his hand," and that is what israel is up against with iran, i think. if i were threatened with my life against a crazy man and i decided to kill him before he could kill me, i would use the deadliest weapon i had to make sure i don't miss so he cannot get up against me.
