"Are we surprised?" Not at all! It is one of the few comparative economic advantages that they have. Mining and whatnot would require relative stability (before anyone would commit the massive sums over a long term that would be required), and some rule of law so that there could be confidence in signed contracts, etc., etc. But growing drugs (opium poppies, etc.) in the lawless Afghan environment is one of the few economic choices that make any sense for them....
