Bush inherited an unemployment rate of 4.7% and left office with unemployment at 7.8%. Obama inherited an unemployment rate of 8.3% which rose to 10.1% and is now back to 8.3%

Who was in office between bush leaving an unemployment rate of 7.8 % and muslim indonesian citizen brilliant barry soetoro inheriting an unemployment rate of 8.3%. Who was that and how long was he in office? I seem to have completely forgotten him and how long he served.
