States can certainly scrap their own state capital gains tax on "valuables", but only the US government can eliminate federal capital gains tax.

CAT just opened a new locomotive plant in Muncie, Indiana. Per Wiki this looks like intentional move from Canada to USA, so they can supply locomotives for publically-funded passenger rail systems that require US assembly.
